Ms. Elsey is the TDC WIN Program Manager. She has always given organization employees the tools to advance. Even in retirement, through TDC, she continues her passion of advocacy for self-development, providing support and encouragement to aspiring professionals.

Pamela Elsey is a retired MTA New York City Transit Assistant Chief Transportation Officer. During her 32 years of service, she managed various areas of Transportation including Field Operations, Capital Support and Rail Control Center Operations.

She studied Organizational Management at New York’s Nyack College and received a Certificate in Labor Relations Studies Program at Cornell University.
