Mr. Tony-Pascal Offurum is a seasoned professional, providing strategic leadership and guidance in project execution for regional, national and international project development in transportation and commerce. He is highly skilled in effective corporate team building, and demonstrates high level inter-personal communication and community outreach skills.
Mr. Offurum formerly managed the TDM & Passenger Services unit for the Department of Public Works &Transportation, Westchester County, New York. He was also responsible for providing outreach and serving as liaison with public officials, major corporations and the public regarding the county’s public transportation scope and services. He had oversight over the development of transit information software, management, and supervision over the call center, supervision and guidance of transportation related graphics services, including the development and production of public outreach and transit marketing materials. He represented the County at the state, regional and national levels regarding Commute Alternative programs and services and served as the County Transportation PIO (Public Information Officer). He served on the County’s Emergency Response and Evacuation Unit.
Mr. Offurum was a member of COMTO, and hosted the first and only COMTO-NY HUB seminar held in Westchester County in 2009. He was also a member of the Association for Commuter Transportation (ACT), and served for more than ten years on both the National Telework and the Vanpool councils.
Prior to joining the civil service, Mr. Offurum spent over sixteen years leading U.S. corporations in pursuing global business ventures. His clients included large U.S corporations in the areas of finance, maritime, railroad and airline industries. He also conducted a research study for the United Nations (UNEP) on the environmental impact of industrialization. Over those years, he demonstrated unusual skills in guiding diverse professional and corporate disciplines in joint execution of projects. He organized and conducted business seminars in several U.S. cities, and led trade missions to foreign countries.
Mr. Offurum had earlier worked as the director of research and development for the PanAfrican Business Center, NY, under contract with OMBE, where he planned and directed DBE disparity studies, and coordinated technical services delivery to small and medium-sized minority enterprises under the OMBE contract. He designed and coordinated business workshops, seminars and foreign trade missions for DBE’s; and also led trade missions for U.S. businesses to West African countries. He developed and managed special budgets for programs, workshops, seminars and trade missions, and managed contracts with service vendors and suppliers. Mr. Offurum planned and coordinated the “Congressional Linkages Committee” – a monthly brunch working session between U.S. members of congress and foreign business consular attaches in Washington D.C.
Mr. Offurum has a graduate degree in economics from the University of Cologne, Germany, with specialization in Transportation Economics. He is married, with four college graduate children. He speaks and writes fluently in English, German and Ibo.
